Rogelio L. Singson is a Philippines citizen. He holds Master in Public and Business Management from University of De La Salle and Bachelor in Industrial Engineering, University of Philippines Diliman in 1971.

He has became a President Director and CEO of Meralco PowerGen Corporation on October 2016 until June 2021, Presiden Director and CEO of Light Rail Manila Corporation on October 2016 until October 2017, Minister of Public Works and Highways on July 2010 until June 2016, President Director and CEO of Maynilad Water Services on July 1, 2007 until June 30,2010, and also become a Chairman and President of the Bases Conversion Development Authority (BSDA). He has concurrent positions as a President Director of Metro Pacific Waters, Member of the De La Salle University Board of Trustees; and Commissioner of PT Nusantara Infrastructure Tbk.
